I would just like to point out that this sets precedence for items gaining legendary abilities without reguard to whether or not you actually use them. This may be useful in the future somehow

But the legendary abilities gained are still only usable by the legendary character themselves. The item cannot be transfered.
Whether you use your staff or not, it's still just like a +1 staff to anyone else.

I mainly mean it could be useful for fighters with backup weapons and the like

It makes some sense. That way all your eggs aren't in one basket.
