Players may use the Pathfinder Roleplaying Game Core Rulebook and the Advanced Player's Guide for creating characters.
Characters begin at 1st level.
Characters use High Fantasy (20) Ability Score Points (Table 1-1 and 1-2, PCR 16).
Characters use the Medium Character Advancement rate (Table 3-1, PCR 30).
Characters start with the average wealth for their class (Table 6-1, PCR 140 and APG 26).
Characters begin play with 1 Hero Point (APG 322-325) and may take any Hero Point Feats or Spells for which they meet the prerequisites.
Characters must have one Campaign Trait (APG 330-331). Characters may not have more than one Campaign Trait, even if a feat or other ability would normally allow this. In addition, characters may select up to two other Traits (APG 326-333). Note that the Desert Child Regional Trait is only available to a character with an Outlander Campaign Trait. No two characters should share any Traits. Remember that you may not select more than one Trait from the same list (Basic: Combat, Basic: Faith, Basic: Magic, Basic: Social, Campaign, Race, Regional, and Religion).

All characters start with an explorer's outfit for free. They may choose to start with an outfit of equal or lesser value instead, if they wish. This outfit does not count towards encumbrance while it is worn.
In addition, characters start with the average wealth for their class (Table 6-1, PCR 140 and APG 26). They may purchase any items listed in the Equipment chapters of the Core Rulebook and the Advanced Player's Guide, as well as any magic items listed in the "Magic Items" section of the "Introduction to Sandpoint" post. Other magic items and items from other books may be available after consultation with the GM. Firearms of any sort are not available.

One of the problems I had with 3.x was the vast bulk of material, spread out over a couple of dozen splat books (and that's only counting official WotC material). There was just too much material for me as a GM to figure out ahead of time what fit into my campaign world and what didn't. One reason I like Pathfinder is that it "reset" the available material to a manageable amount. And then they started with their own splat books...
Rather than try to read through everything, I'm going with a simple rule. Everything in the Core Rulebook and the Advanced Player's Guide is kosher. If you really want to use material from another book, ask me about it and we'll look at it. But no guarantees. Please be prepared for "no". As a GM, I want to create a coherent game world that is fun for everyone, myself included. Not everything in every Pathfinder book is going to fit in (especially since I'm not using the official Golarion setting).
In particular, since this has already come up, no firearms. In general, no steam-punk elements or elements from the Age of Sail, or other techno-fantasy or weird fantasy elements. WarCraft, Warmachine, 7th Sea are all great for what they are - but that's not what I'm going for with the Savage Kingdoms.
