INDEPENDENT HEROES
In addition to the groups listed elsewhere, most major cities in the United States have at least one major costumed hero, such as Atlanta’s Junkyard, Detroit’s Scrap Iron, Phoenix’s Bobcat, and St. Louis’ Cardinal. Most of these individuals are fairly low-powered, Gamma-class heroes, or even non-powered, Delta-class gadgeteers and “super-normals”. The most powerful heroes, for whatever reason, seem to gravitate to teams, rather than operating on their own. Or, looking at it another way, perhaps teams tend to recruit the most powerful individuals available. There are also any number of minor teams, which are generally ad hoc groupings of heroes that only operate together occasionally, or even only once, and often lack headquarters, formal structures, or even names.

THE IRON GUARD
An odd grouping of unreformed communists, neo-fascists, and old-fashioned ultranationalists, the Iron Guard seeks to return Russia to its perceived former glory. Largely based in abandoned secret Soviet bases in Siberia, and using a mixture of left-over Cold War military experiments and recently purchased Technocracy equipment, the Iron Guard seeks to overthrow the current Russian government and also strikes out at the West, especially the United States. The Iron Guard also includes Cosmos, a former cosmonaut with “cosmic” powers, one of the most powerful metahumans on the planet, conservatively estimated to be an Alpha-class threat, although he may actually be an Omega-class threat.
