G.A.E.A.
The General Army for Environmental Action is an eco-terrorist group founded in the 1970s. It does not have access to the funding or hypertechnology of organizations such as CHIMAERA or the Technocracy, but it does have a hard core of dedicated fanatics, a small cadre of metahuman members, such as Druid and Rainbow, and a large following of sympathizers. Heroes often face problems when dealing with G.A.E.A., since they often approve of its goals but not its methods.

THE GUARDIANS
The first metahuman team to operate in Chicago, founded in the early 1990s, the Guardians maintain a public base of operations and serve as the semi-official heroes of their city. Although they seem to operate on a comparatively low budget (their first team vehicle was a slightly modified cargo van!), they enjoy good relations with the local media and law enforcement, and are more popular in Chicago than the Crusaders, being seen as the more local, less glamorous, “working class” team.
