In general:
The Savage Kingdoms are Big, Old, and Deep. Pretty much anything from any official Paizo Pathfinder source can be found somewhere in the Savage Kingdoms - but may be rare or unknown in the Grand Duchy of Arnd. Anything specific to Golarion or another setting is NOT available, while anything else is a valid option - but anything from outside the Core Rule Book or the Advanced Player's Guide may cause plot and roleplaying complications.
0. Background
This campaign uses a variant of the Background system from Ultimate Campaign.
Each character must roll or select a result on the following background tables: [Race] Homeland, Circumstance of Birth, Parents' Profession, Major Childhood Event, Adolescence and Training, and Influential Associates. At each step, your character gains the listed Trait. If more than one Trait is listed, choose one. You do not gain listed feats (I'm not using Story Feats in this campaign).
In addition, you may choose to take a Character Drawback in order to gain an additional trait. If you do so, you must randomly roll the drawback and accept the result, no matter what it is. In exchange, you can select any trait for your character.
If you gain the same trait more than once, consult with the DM. Some traits may be gained more than once (for example, Artisan can be applied to a different Craft skill every time it is gained), but others may simply be redundant.

2. Races
All of the races from the Core Rule Book are fairly common in the Grand Duchy of Arnd. All of the other races from the Advanced Race Guide exist somewhere in the Savage Kingdoms but are quite rare in the Duchy. Players can make characters of any race, but races from the ARG are likely to encounter social obstacles in the Grand Duchy of Arnd - some may even be mistaken for monstrous humanoids or worse!
3. Classes
All of the classes from the CRB and the Advanced Player's Guide are known in the Grand Duchy of Arnd. Classes and variants from other sources are likely to rare or unknown in the Duchy, and may be viewed with suspicion or hostility if their abilities are dramatically different from the "accepted" classes.
4. Skills
No special notes.
5. Feats
Feats specific to Golarion or another setting are not available. Otherwise, anything from an official Paizo Pathfinder source is open.

Starting Character Wealth
A character may start with the average starting wealth for his class or may randomly roll his starting wealth - but the player must choose which option to use before he rolls, and must stick with his choice (even if the he rolls the minimum).

Anything from the CRB or APG is freely available in the Grand Duchy of Arnd. Equipment from other official Paizo Pathfinder sources can be taken as starting equipment, but may be difficult or impossible to purchase, repair, or replenish later on. Advanced firearms are NOT available, but early firearms are available as starting equipment. However, they are unknown in the Grand Duchy, so repairing or upgrading them will be difficult, and gunpowder and bullets will not be found for sale.
7. Fame
This campaign will use the optional Fame system from Ultimate Campaign. Starting Fame is 1 + the character's Charisma modifier.
8. That's It
That's it. No other character rules are used in this campaign.
