I'm still thinking about London vs Europe and I can see pluses and minuses of both. Also I do think it might be worth trying to figure out some way to make sure all the players feel "equal" in the sense that they all contribute equally. That might just mean titles or special abilities.
As a plus, I do know a gentleman who has designed and had produced custom minis in bulk and could probably give us some advice. I'll reach out to him and see what the can tell me about the process.

I guess a tactical Miniatures game should be London or England. If it was more of a strategic Board game, maybe then Europe etc.
I think I got Fury of Dracula style in my mind, but I should be thinking more Arkham Horror scale or full fledged mini scale.
What do we think is the minimum number of minis to attract people? In addition, how many different sculpts do we need to attract people? We can then try to build the game around these parameters.
I will throw out a number of 40 minis minimum, with about 20 different sculpts. Thoughts?

I think 40 / 20 might be a bit too ambitious.
As far as the different sculpts, we'd want one of each Hero (4 - 6 for the core set seems pretty typical for this kind of game), one for the Mastermind, one for each Henchman (I suggested 2 Henchmen in the core set), then a few different kinds of Minions. For the core set, maybe 2 or 3 kinds of Thug for each Henchmen? Also, probably a couple of sculpts for allies - bobbies and Baker Street Irregulars seem like a good start, maybe with one generic sculpt for each, maybe with a couple of alternate sculpts.
Looking over that...that does look like in the neighborhood of 20 sculpts and 40 minis total.
Kind of hard to say without knowing more about how much it would cost to produce - and we still have the tiny little insignificant problem of not having a sculptor.

After some more thought...
Heroes: 1x Sherlock Holmes 1x Dr. Watson 1x Irene Adler 1x Inspector Lestrade
Mastermind: 1x Professor Moriarty
Henchmen: 1x Col. Moran 1x Adam
Minions: 8x Thug 4x Soldier of Crime (Advanced Minion) 8x Steampunk Cyborg 4x Steampunk Zombie Cyborg (Advanced Minion) (Need better names for the Minions)
11 different sculpts, 30 minis total.
Supporting characters such as Bobbies, Baker Street Irregulars, Toby the Dog, and Mrs. Hudson would be tokens; making them into full minis might be a stretch goal.
Alternate sculpts for each Minion type would also be a good Stretch Goal.
