I am just spitballing thoughts. Don't know how cohesive this will be.
We will have to consider the whole stretch goal vs. large overall goal.
Part of me is thinking if we are going to go to the trouble of doing this, we should make a product that gamers would want to be interested in. What is our target buyer? Are people going to pledge money if they have to rely on stretch goals to get all the cool minis they really want? I think we need more steampunk minis in the core set, for example.
Is the overall motivation to make a game and make some money, or make a game we would play and not loose money?
Maybe a 5th hero or something like that, that does not change the overall price structures of what we will be generating is a good stretch.
I like the idea of alternate sculpts for the heroes after they get "Steampunked up." But that may slow the game too much. Heroes probably need to start that way.

Looking at a couple of recent massively successful Kickstarters along these lines, Fireteam Zero and Conan: They both had a lot of cool minis as Stretch Goals. But they also had more sculpts in the core set than I outlined above. So probably a bit of both. In particular, all of the minis, including the "basic" ones, should probably have steampunk elements to make them look cooler. But that brings us back to problem #1: No sculptor

Still no sculptor, so, no, nothing new.
This was always (on my part) pretty idle fancifying, which I threw out just in case someone had a clever idea about how to handle the minis part.
