First session of a brand new game is a really rough place to try and start the game an hour (or more) before one player can show up.
I'm okay with working Chris in when he can get there on other nights, but for the first game, I'd like to hold the start of the game until all players are present.
So, a couple of options:
1. We show up at 6:30 on Tuesday and use the time to finalize any character things. I know folks will likely have their characters made already, but we'll still need to discuss goals and such as well as answer any questions that people might have. If we finish that before Chris shows up, we take the characters for a "test drive" and do some mock combat or something similar to give folks a feel for the mechanics. Since I'm making Chris's guy mechanically, when Chris shows up, we can dive in to the start of the "real" session.
2. We show up at the "old" time for this Tuesday (7:30). Same plan as above, but a narrower window to get all the "not actual game" stuff done. Future Tuesdays go to the "new" time.
Thoughts?

I vote for Option 1, if for no other reason than to get settled into the new schedule.

Looks like Dave has the winning vote. Let's plan on 6:30 start time and once we've got all the character stuff and any questions done, we'll do some sample battles to get an idea of how the mechanics work. When Chris gets there, we'll dive in to the actual game.
