I've been doing some research. A lot of these rules are pretty spread out to get the specifics, but here are some answers to questions regarding interacting with objects:
- Bandoleers that are FULLY DEDICATED to tools allow the tool (and only the tool) to be deployed as part of the required actions to use it. This isn't (necessarily) the same as a single action... disabling a device and picking a lock are both 2 action base, for example. This only applies to a toolset fully stored in the bandoleer.
- Removing an item from a backpack that you are wearing takes 3 actions. 2 actions to remove the item, but first you have to remove the backpack. So, drinking a potion from a backpack would take 4 actions total. This is called out in the action table page 272 in the equipment section.
- Grabbing an item strapped to you is 1 action. It also seems that any pouch-type thing that could fall into "belt pouch" is also a single interaction (rather than the backpack or satchel which work as above and take 3 actions) to remove something from it. I think this applies to bandoleers with potions (or alchemist bombs) rather than those dedicated to tools. The belt pouch thing with respect to healing potions is mentioned on page 271, though the corresponding page callout for more rules (p 532) doesn't actually mention belt pouches specifically.
- There's a weirdness with shields that I haven't been able to track down fully. "Detach a shield or item strapped to you" is specifically called out as an Action. I haven't been able to track down anything on whether this means that actually "equipping" the shield is a different action (in other words, requiring 2 actions to go from "shield strapped to back" to "shield ready for use"). Given that you have to use an action to raise the shield (so it effectively takes 2 actions to benefit from it if it was stowed already), I'm inclined to say that preparing your shield is just a single action, and not overthink the specific call out.
