New rules for Feats:
Maneuver Feats:
Maneuver Feats are maneuvers, tricks, and tactics for using an Ability that are directly related to that Ability's core function (for example, using an Energy Blast to create an Area Attack). Maneuver Feats are at the same Level as the Base Ability, although they may involve inherent penalties due to tradeoffs (Area Attack, for example, allows you to attack multiple targets and inflict damage on a miss, but inflicts a -4 Level penalty on Damage).
Spin-Off Feats:
Spin-Off Feats are novel uses for an Ability that are not directly related to that Ability's core function. Most Spin-Off Feats replicate other Abilities or Super Abilities. For example, Flight is a common Spin-Off Feat for Energy Blast. Spin-Off Feats start at the Base Ability Level -4. You can buy up the Level of the Spin-Off Feat, up to a maximum of the Base Ability Level, using the normal rules for increasing Ability Levels. A Spin-Off Feat cannot replicate an Ability which is broader than the Base Ability (Narrow Abilities can only be used as a Base for Narrow Spin-Off Feats, while only a Broad Ability can be used as a Base for Broad Spin-Off Feats). You can Spin-Off a Feat from a completed Spin-Off Feat, using the above rules (i.e., the second Spin-Off Feat starts at the Base Spin-Off Feat Level -4).
Enhancement Feats:
Enhancement Feats use one Ability to Enhance another. If the Enhancing Ability is +0 to +3 Levels higher than the Enhanced Ability, it grants +2 Levels to the Enhanced Ability. If it is +4 or more Levels higher, it grants +4 Levels. For example, a character with Flight might use that Ability to Enhance Strength during an Attack to replicate a high-speed ramming attack. Super-Abilities will usually Enhance regular Abilities, rather than gaining them as Maneuvers or Spin-Offs.
Basic Feat:
A Basic Feat is similar to a Spin-Off Feat, in that it is used to replicate another Ability. However, the Ability is gained at Normal Fair Level (+0), no matter what the Base Ability is. As with the Spin-Off Feat, an Ability gained through a Basic Feat cannot be broader than the Base Ability. This feat is most commonly used to gain Power Combat and other Abilities that can be used to control Super Abilities.
