Santa Angela's first costumed hero was La Angela Negra ("The Black Angel"), a female costumed adventurer who fought both pirates and the oppressive Spanish colonial government , especially when women were threatened. Historical debate as to her true identity and eventual fate continue to this day. Like most heroes of her era, La Angela Negra did not possess any known metahuman powers; she was a highly skilled acrobat and horse-rider, and an expert fighter with sword, whip, and fists.
Santa Angela would not see another costumed hero until the 1920s, when the mysterious Black Angel (II) began her career. At the time, Santa Angela was quickly gaining a reputation as one of America's most corrupt cities. Black Angel fought against gangsters, smugglers, corrupt politicians, and common criminals, especially pimps, rapists, white slavers, and others who targeted women. During the 1930s and 40s, she added Communist, Nazi, and Imperial Japanese spy rings to her rogues gallery. By 1945, she had disappeared, and was presumed to have been killed while on a special wartime mission for the U.S. government. Black Angel was skilled at unarmed combat and carried a .45 Colt pistol, and was also widely rumored to be a mind reader, able to "read the darkness that is in all men's hearts."
In 1973, shortly after the Fall, Santa Angela's most recent costumed hero appeared, the Buccaneer. The Buccaneer fought both common criminals and more exotic threats, including high tech pirates using submarines and aircraft, invaders from under the sea, the occasional super-villain, and even a giant rampaging monster. During the mid-70s, he acquired a teenage girl side-kick, Polly, but by the early 80s she had dropped out of sight. It is unknown if she simply retired, matured and moved on to a new costumed identity, or if something worse occurred. The Buccaneer did become notably darker after Polly's departure, his redesigned costume taking a more tactical and far less flashy appearance, while his submarine/speedboat/airplane, The Black Angel, was rebuilt along sleeker and more functional lines. By the late 1990s, he had dropped out of sight, and although he is widely assumed to have retired, his true fate remains unknown. The Buccaneer had no know metahuman abilities, but was a skilled combatant and inventor, who primarily used a rapier of an unknown alloy which was capable of cutting through armor plate and which had a range of specialized functions, including an electro-blast and a projector which could shoot the blade at a high velocity from the hilt.
