Hyperia is a strange world that exists on a vibrational plane adjacent to Earth, as well as a number of alien planets. At certain times and places, the vibrations of the planes align, and individuals and objects cross over, although it is much easier to cross into Hyperia than out.
Over the millennia, Hyperia has become inhabited by a wide range of creatures, from throughout Earth's history, as well as the history of many alien planets. Dinosaurs, sabre-toothed tigers, alien monsters, bird-men, lizard-folk, and humans all exist side-by-side in a savage land of danger and adventure.
Due to subtle differences in the natural laws of the plane on which Hyperia exists, combustion works differently, and explosive combustion is practically impossible. While gasoline and gunpowder still burn, they don't explode, rendering internal combustion engines and firearms useless. Some of the alien planets which also adjoin Hyperia have much more advanced technology than Earth, allowing super-science devices into Hyperia. However, the technology and knowledge that flows through to Hyperia is random, preventing much of an industrial base from being formed. The result is a hodge-podge technological culture, with sky pirates consisting of a mix of humans and aliens crewing ships born aloft by anti-gravity devices and propelled by simple wind sails, and fighting with cutlasses and blaster pistols.
In the hybrid culture that has arisen on Hyperia, the planet is nominally ruled by the Hyperiarch, a sort of warlord/emperor who presides over a basically feudal system of lesser warlords, princes, city-states, and the like. The Hyperiarch's elite servants wield the dreaded Control Gauntlets, exo-tech artifacts with seemingly magical powers. The current Hyperiarch is, of course, a ruthless tyrant, ever seeking to expand his power and control over the various quasi-independent realms of Hyperia.
The PCs would most likely be ordinary folk from modern-day Earth who accidentally cross over into Hyperia, and are plunged head-long into a strange and savage world of mystery, excitement, danger, and adventure! I would probably use the Savage Worlds system, which has the dual advantages of being both generic (designed to handle blasters and swords, humans and aliens, dinosaurs and anti-gravity skiffs) and intended for high action/adventure settings.
