Proposal for flash attack rules:
Flash Attacks You attempt to temporarily incapacitate one (or more) of your opponent's senses (usually sight, but Flash Attacks are also possible against hearing, olfactory, and even touch, as well as non-physical senses, if your opponent has any).
Make an Attack Roll using the Ability that grants you the Flash Attack. The Defense is the opponent's relevant Flash Defense Ability, if any. NOTE: You use your Flash Ability for the Attack Roll, not your regular "attack ability".
Flash effects penalize the any Ability which depends on the Flashed sense, both Rolls and Static Effects (unless the target has a Blind-Fighting Feat, or Super-Senses, blinding Flashes affect pretty much all Abilities in combat). All Flash effects last until the end of your opponent's next turn.
Result: -1 or fewer Edges: No effect. +0 Edge: Lose ties. +1 Edge: -1 Level. +2 Edges: -1 Scale. +3 Edges: Flashed. Lose all use of targeted sense, and any Ability dependent on the Flashed sense is reduced to Marginal Scale (+0) and Terrible Level (-3).
Persistent Flash Maneuver Feat Effect: Take a -1 Scale penalty to your Flash Ability. Your Flash effects last until your opponent spends an Action Card to Shake It Off.

The Result list looks good (def worth running through the ol' Beta machine Thursday!), though I'm not sure if I'm understanding how the mechanic to hit works. So the effect is based on your skill to hit and not the actual power doing the flaring? So, if a guy has Mythic Light Projection, but nothing to hit- it is a struggle for him to use his Godlike powers to flare someone in the eyes and "Flash" them for a turn- where as Hawkeye with a keychain flashlight would have no trouble doing the same due to his accuracy? Or, is it the exact opposite- you use your Ability Scale to hit and not your usual ability to hit? Still wrapping my head around the terminology. Was this a game balance choice or am I understanding this wrong? (as I often do with new rules ;p) Apples and Baskets..
I like the Feat too. I think the "Drop a Scale, Add a Scale" (DaSAaS?) mechanic is easy to use and can be used effortlessly for balance purposes- IE, a feat just like this. More benefit, Less Power. Thumbs up!

since i have super-senses sight, how does that affect me should i get flashed?
