Here's my proposal:
The characters are all teenagers, who don't know at the beginning of the campaign that they are Scions. All of the characters have recently moved to the small city of Springfield, Indiana.
Character Creation:

1. Choose a Calling (a phrase that briefly summarize your character concept), your divine parent wiki.white-wolf.com/whitewolf/index.php?title=Gods_and_Pantheons, and a Nature wiki.white-wolf.com/whitewolf/index.php?title=Nature.
2. Attributes wiki.white-wolf.com/whitewolf/index.php?title=Attributes. Each Attribute starts at one dot. Prioritize Physical, Social, and Mental Attributes. You receive 6 dots to spread among your primary Attributes, 4 to spread among your secondary Attributes, and 3 to divide among your tertiary. You cannot start with an Attribute above 4. You can increase these later with bonus points (which cannot increase an Attribute above 4), and during the campaign with XP. Also, as your Scion nature surfaces, Attributes associated with your divine parent will increase.
3. Abilities wiki.white-wolf.com/whitewolf/index.php?title=Abilities. Divide 20 dots among the Abilities. No Ability can begin above 3, and no character should have any dots in Occult without consulting the GM first. You can spend bonus points on these later (which cannot increase an Ability above 3), improve them with XP, and Abilities associated with your divine parent with increase as your Scion nature surfaces.
4. Virtues wiki.white-wolf.com/whitewolf/index.php?title=Virtues. Each of your pantheon's Virtues starts at 1 dot. Divide 5 dots among your pantheon's 4 Virtues. No Virtue can start above 4 dots. Keep in mind, the higher a Virtue is, the more benefits you gain from acting in accordance with that Virtue - but the more difficult it is for you to act against that Virtue, even if it is obviously dangerous, even suicidal and useless.
5. Finishing Touches
Willpower: Equal to the sum of your 2 highest Virtues plus 2 Willpower dots.
Legend: Characters start with2 Legend dots and 4 Legend points 3 Legend dots and 9 Legend Points.
Bonus Points:10 bonus points. 8 bonus points. Attribute: 4 bp/dot. Abilities: 2 bp/dot (1 bp/dot for Favored Abilities). Virtues: 3 bp/dot. Willpower: 2 bp/dot.
