So, the Heroes & Villains sourcebook may not make its original December release date: mutantsandmasterminds.com/dc_adventures/2010/11/where-things-stand-on-dc-adventures-and-heroes-villains-vol-i.phpThis should not be surprising. For basically any RPG company other than WotC, making a projected release date, especially a large book like this, where literally every word needs to be approved by the licensor, is difficult. And it still might be ready for a December release...but I wouldn't hold my breath. Still, a little disappointing. My experience to this point with Green Ronin is that there usually very good at setting and meeting release dates.

Amazon.com still lists a December 7 release date, but that seems a bit unlikely, given the above post.
Also, Amazon.com lists a Mutants & Masterminds Heroes Handbook, with a publishers blurb that seems to indicate it is the M&M 3E rule book, also with a December 7 release date - but Green Ronin's website has no mention of this book.
I guess we'll see (or not) on the 7th.

As of 12 December, Amazon.com now lists the release date for DC Heroes and Villains as 8 February 2011, and no longer has a release date for M&M 3rd Edition.
For the latter, Green Ronin's website has art previews for the cover, artwork for some characters, and some brief info on some of the heroes and villains in the book. Apparently, a significant chunk of the book will be M&M's new home brew setting, Emerald City (replacing their old default setting of Freedom City). It's actually not clear from the website that this new book will actually be M&M 3rd Edition, or if it will be a setting book using the game mechanics from the DC Adventures book. If it is a full-fledged rule book, I'm not sure what they will do different from DC Adventures, other than using different artwork and having a different "fluff" section. I guess we'll see some time next year.

M&M 3E Heroes' Handbook is now available from the Green Ronin website in PDF format.
Don't buy it.
It is the DC Adventures RPG book, with a slightly different layout, in-house art instead of DC art, and no world section. That's it. It is identical to the rules section of the DC Adventures RPG book. It is a little cheaper, so if you don't have the DC Adventures book already, it might be worthwhile.
I really like a lot of Green Ronin's stuff, but between this and and the Dragon Age RPG, they don't seem to have a lot of respect for their customers. Nowhere in any of the promotional material for this book did I see an indication that it was simply a reprint of the DC Adventures book with the DC-specific references replaced with generic or in-house references. I wasted money on the PDF.
